Contingent Workforce Operations Lead
This role is part of Client’s People & Culture Organization, Global Talent Acquisition Team. This is a 12-month temporary, 100% remote position created to supplement the transition from an MSP to an in-house contingent workforce program. This role will report to the TA Operations Manager based in Mountain View, CA and will work closely with Procurement, Employment Legal, Security, IT and our People Analytics team.
The Contingent Workforce Ops Lead will work across Client’s global regions to execute and at times develop the internal strategy for managing our Contingent Workforce requirements in a new in-house program. We are looking for someone who brings a high level of global acumen, a savvy process mind, and a strong focus on customer service. We are looking for someone that is comfortable with ambiguity and with working in an environment where you build as you go.
The Client Workforce Ops lead will have a thorough understanding of end-to-end Payroll/EOR, SOW, Staffing, IC, and MSP processes across North America, APAC & EMEA. The ideal candidate will partner closely with cross-functional leaders to creatively problem solve while still controlling for risk and compliance. The Ops Lead will be building out new aspects of the program and must be able to work independently in creating SOP’s and designing templates to support the role. You will be hands on, proactively driving operational excellence in a complex, dynamic environment. Additionally, you will support ongoing hiring requests as well as drive the program level project rollout and kick-off initiatives.
Key Responsibilities include:
• Advise internal stakeholders on labor strategy, policies, guidelines, and processes as it relates to contingent labor
• Partner with Hiring Managers to fulfill their contingent worker hiring objectives
• Savvy in Excel reporting for standard & ad-hoc requests
• Own end-to-end global contingent workforce program from design and implementation to process creation, internal communications, training, vendor management and daily operations throughout Maternity leave coverage
• Partner with Procurement, Employment Legal, Security and People Analytics to build and roll out all processes to support the contingent workforce program
• Responsible for all program compliance management including onboarding policy documentation storage, internal CW Policy oversight and communication/approvals as necessary
• Serve as point of escalation for complex Contingent Worker Program resolution
• Maintain a competitive understanding of best practices and emerging trends to recommend enhancements to the program
• Manage the Contingent Workforce payroll/staffing supplier relationship to ensure excellent customer service, compliance, process simplification in order to maximize the program effectiveness

Key Qualifications:
• Minimum Education Level: Bachelor's Degree
• 3-5 years of professional work experience which includes at least one MSP and may include, IC/SOW Vendor Mgmt., Temp Staffing or Temp Recruiting
• Deep understanding of global Contingent Workforce employment complexity and the ability to design programs that are compliant with local legislation
• Working knowledge of CW classification rules and legal environment surrounding contingent workers
• Experience managing relationship with Managed Service Providers and/or other staffing agencies
• Prior experience with VMS systems & and understanding of standard CWF reporting
• Experience with SOW contract management and writing Independent Contractor SOW contracts
• Demonstrated ability to work independently, decisiveness, and sound judgment are required
• Experience and knowledge of contingent workforce processes
• Demonstrated attention to detail through project management related work
• Ability to manage multiple tasks simultaneously is a must
• Understand Independent Contractor compliance requirements/execute US-1099 screening
• Must be comfortable with change in all its facet and be to help assist others through change
• Self-Driven with excellent written and verbal communication skills
