Overall Delivery:
Included but not limited to:

  • Develop and maintain the project’s cost control work processes & tools
  • Plan, create and maintain a project budget utilizing client’s best practices and value adding processes
  • Work closely with the Project Engineers and Package Owners to provide analytical insights on the schedule & cost to enable pro-active decision making
  • Provide inputs to project status reporting
  • Schedule and facilitate meetings for planning cost, budgeting and project controls status review
  • Work closely with the Quantities Surveyor teams to validate and endorse contractors invoices

Key Requirements:

  • Establishes, administers, and maintains project financial planning, monitoring and controlling best practices.
  • Ensures alignment between the project budget and schedule.
  • Develops enhanced management reporting to facilitate the review of the financial forecast and improve the usefulness of the information for management in decision making.
  • Assist in classifying and tracking Capital and Operating Expenses including alignment with the OPCO.
  • Analyzes cost over/under-runs highlighting to the Project Manager the impact to the budget. Collaborates with the Project Manager on a mitigation plan.
  • Ensures the establishment and maintenance of charge codes in SAP.

Key Skills Required:

  • BA/BS or MA/MS in Computer Science, Business, Information Technology or related field with 8-10 years of progressive experience
  • Project Management Professional (PMP/PMI) certification a plus
  • Microsoft Office Suite (Excel, Word, PowerPoint) is required,
  • Proficiency using MS Power BI to develop reporting dashboards is a PLUS
  • Must have knowledge in the following financial project control areas: forecasting, budgeting, planning, estimating and cost analysis
  • Must have knowledge in the following planning project control areas: earned value analysis, probabilistic estimating and critical path identification and analysis
  • Experience in reporting and tracking project work efforts and cost on complex project (?$5MM)
  • Able to work across multiple teams with different leadership styles
  • Strong organizational, analytical and critical thinking skills
  • Ability to understand the project scope and execution methodology and its relationship to the Work Breakdown Structure (not just a data entry clerk)
  • Ability to facilitate meetings
  • Candidates local to Ingleside area strongly preferred.

Technical Knowledge: 

  • Experience using PRC CE COE project control processes, assurances, practices, & standards
  • Familiarity with Progress and Performance Measurement and Assessment processes.
  • Experience in the CE Management of Change Process

Project Experience: 

  • Project Controls experience in Execution phase on a Major Capital Projects.
  • Prior experience working in a fabrication yard.
  • Ability to deliver multiple project controls scopes as an individual contributor.
  • Ability to review, validate and challenge contractor's progress, schedule and cost report data

Industry Knowledge and Experience:

  • Previous experience in O&G Major Capital Projects working with the client. Direct previous experience with client would be a Plus
  • Fundamental knowledge of the onshore & offshore oil & gas industry, with experience in execution of downstream and/or upstream facilities and well programs.
  • Demonstrated experience with formal project management systems, principles and associated processes, practices and tools.
  • Broad knowledge of industry and professional cost engineering trends and best practices.

  • Ability to consolidate cost, schedule, progress, manpower, and other key metrics for multiple projects and meet reporting needs for different stakeholders.

Education: BA/BS or MA/MS in Computer Science, Business, Information Technology or related field
