IT Project Manager

Contract Opportunity

Location: Houston, TX (Locals only)

Position Overview:

  • Responsible for the project oriented delivery, organizational design, and ongoing support of business processes that related to the application and/or design of information technology, applications, and network systems.
  • Under general direction, is accountable for the performance and results of a related discipline or sub-group within a function.
  • Manages the delivery of functional objectives by providing leadership and direction to team members.
  • Participates in the development of functional strategy and may be responsible for global processes and procedures.
  • Skills required for this job are typically acquired through the completion of an undergraduate degree and 9+ years of experience.       

Key Responsibilities:

  • Responsible for directly managing large project teams up to 20-30 employees
  • Responsible for managing project budgets - specifics are variable, but could be $100K-$10MM+ (as applicable)         
  • Manages the IT project teams including resource planning, vacation and on-call scheduling to ensure resource availability of skilled resources to support the project schedules. 
  • Contribute to performance reviews. 
  • Make recommendations for staffing projects and disciplinary actions as necessary. 
  • Ensure that the skill sets of the team members remain current and consistent with the needs of the team.               
  • Helps establish and manages all aspects of a project scope, schedule and budget with proper change management process   
  • Creates and executes project work plans and revises as needed to meet changing needs / requirements.               
  • Ensures project documents are complete, current and stored appropriately including legal documents.
  • Maintains working knowledge of company methodologies and enforces project standards.        
  • Effectively communicates relevant project information to diverse groups of project stakeholders.          
  • Reviews all project deliverables to ensure completeness             
  • Manages exposure and minimizes project risks.               
  • Assist in the preparation of budget and forecasts for the team and monitor expenses to ensure the project stays within the authorized expenditure limits. 

Key Qualifications:

  • Candidate must have a BS in computer science / information systems / mathematics or equivalent. 
  • PMP or equivalent is required.
  •  ITIL certification or exposure preferred.
  • Candidate must have 8-10+ years IT management experience, including 7+ years specific as a project manager and 3-5 years with experience implementing applications. 
  • Project planning and management skills, including exposure to making operational decisions, monitoring progress, taking corrective action and reporting results
  • Demonstrated leadership / negotiation and mentoring abilities.
  • Demonstrated organizational skills, as well as strong written, oral and presentational communication abilities in order to work with all levels of staff and next levels of management. 
  • Ability to work independently and keep senior management adequately informed.
  • Strong knowledge of Systems Development Lifecycles (SDLC), change management and business processes.
  • Knowledge of information technologies including a high-end (general) technical knowledge of hardware, software, databases and database technology.
  • Demonstrated ability to work in matrix team environments.
  • Ability to perform financial management and analysis related to project budgets.

Competencies: The successful candidate must possess the following competencies:

  • Position requires clear, well organized, independent thinking.  Clear cut procedures are not always apparent, thus incumbent must use good judgment to ensure that appropriate guidance is sought and all necessary approvals are obtained before taking actions as the decisions/actions taken may affect not only incumbent's group but also a number of other areas within IT and/or the company. 
  • Negotiating/conflict Management: Ability to understand differing viewpoints and requirements so that the manager can work with superiors to distinguish real requirements from personal preferences.  The incumbent should work with superior to minimize unnecessary conflict by finding common ground and agreed solutions and goals.
  • Logical analysis/problem solving: Job requires employee to think through and solve complex problems step by step; often looking beyond the obvious solution to a problem.  Often the department is faced with the incumbent’s problem or issue as well as several other problems simultaneously, with the problems sometimes inter-related, thus incumbent needs to be able to work with peers and superiors to ensure solutions that are usable.
  • Individual innovation:  Candidate should have a clear understanding of business objectives and an ability to see an entire picture of the processes involved to participate in the development of a solution design.  Most projects or problems will not have a clearly defined direction at the beginning.  Incumbent must motivate him/herself, define a path forward and present it for approval based on being provided general direction
  • Leadership:  Candidate should have the ability to motivate a large diverse team to deliver a common set of goals and objectives to a high level of performance.  Incumbent must mitigate team conflict and communication problems and keep track of lessons learned.
